With reference to your telegram of June 20th Customs Convention. Do you see any objection to my legislating for the detention of junks pending

completion of formalities in Article No. 1 Sub-clause

(g) of the Convention and for the seizure by Colonial

Police of snuggled goods which are found in Deep and Mirs Bays or in the Sham Chun River for purposes already approved by you in newly added sub-clause (6)

of Article No. 13 if liable to import and export

duty in China.
